House energy reform will be open, Rahall pledges

US House Natural Resources Committee (NRC) Chairman Nick J. Rahall (D-W.Va.) said on May 23 he is committed to an open and deliberate process in considering federal energy reforms contained in a bill that he introduced a week earlier. On May 16 Rahall introduced HR 2337, entitled the Energy Policy Reform and Revitalization Act (OGJ Online, May 16, 2007). The bill’s four titles include provisions that potentially would, among other things, repeal parts of the 2005 Energy Policy Act (EPACT), increase federal reclamation bond and produced water handling requirements, and limit federal oil royalty in-kind (RIK) payments to Strategic Petroleum Reserve purchases.Republican NRC members pro...
