Ragauss earned a bachelor’s degree in mechanical engineering from Michigan State University, and an MBA from Harvard Business School. He most recently served as segment controller of refining and marketing for BP PLC in London.

Powell, a Canadian national, is a long-term resident of Kazakhstan, and recently served as director of government and public relations for PetroKazakhstan, and as director of marketing for the Caspian region for PriceWaterhouseCoopers.
