Revisions to US Environmental Protection Agency's New Source Review (NSR) program make several existing elements of the program more complex and, therefore, more prone to enforcement action.Promulgated and proposed revisions to NSR reform may prove to make prevention of significant deterioration (PSD) and Nonattainment New Source Review (NNSR) applicability determinations more objective.Much of the refining industry will see no relief until 2006, at the earliest.
