Caillé officially will be seated as WEC chairman at the 2004 World Energy Congress in Sydney. He will serve a 3-year term to 2007, succeeding

Antonio del Rosario of the Philippines.

"Even the most developed countries have of late encountered energy problems involving local availability, security of supply, acceptable pricing, or service quality. But in the less-affluent countries, the problem is access to energy under economic conditions that are acceptable to less prosperous consumers and in forms that are adapted to their needs," he said.

"For far too long, we have been repeating that a third of the world's population does not have access to a suitable energy supply," he said. As WEC chairman, he vowed to focus on energy accessibility, energy availability, and energy acceptability.

Caillé has been president and CEO of Hydro Québec since 1996. His energy career started at Gaz Métropolitain in 1982 where he worked in various management positions before being appointed president and CEO in 1987.

Mohammed Meziane, Algeria's governor to the Organization of Petroleum Exporting Countries, has been appointed as the new managing chairman of the Algerian state oil and gas company, Sonatrach, OPEC News Agency reported.

The Algerian Press Service said Meziane was to be officially installed in his new position on Saturday. He succeeded Djamel Eddine Khene.

Before his appointment, Meziane was the Hydrocarbons Department director at the Energy and Mines Ministry.
