Takreer lets contract for Ruwais refinery

Abu Dhabi Oil Refining Co. (Takreer) has let a contract to Jacobs Engineering Group Inc., Pasadena, Calif., to provide for front-end engineering and design (FEED) services for a project that will boost production and efficiency at the general utilities plant (GUP) of the operator’s newly expanded Ruwais refinery, about 240 km outside of Abu Dhabi.

Jacobs will deliver FEED for a waste-heat recovery project at the GUP, which currently supplies 650 Mw of power and 14 million imperial gpd of water to Ruwais’ industrial and residential areas, Jacobs said.

Designed to improve efficiency and enhance power generation and water production services to support future growth of the refinery, the waste-heat recovery project also will improve the GUP’s environmental performance, the service provider said.

While it did not specify the amounts by which the GUP’s power and water production would increase following the project’s completion, Jacobs did confirm the additional power and water supplies will help satisfy rising demand resulting from ongoing expansions at the Ruwais refinery’s manufacturing and residential complexes.

A value of the FEED contract was not disclosed.

Takreer recently completed a long-planned $10 billion expansion project to double crude processing capacity of the Ruwais refining complex, with the refinery now operating at 100% rates at its expanded capacity of more than 800,000-b/d (OGJ Online, Nov. 13, 2015).

In addition to a new 417,000-b/d crude distillation unit (CDU), other recently commissioned units include associated hydrotreating units, as well as a new 127,000-b/d residue catalytic cracking (RFCC) unit that continues to ramp up to full operating rates.

Alongside the CDU and RFCC, the expanded Ruwais refinery, which initially was scheduled for startup in 2013 before a delay to first-half 2014 (OGJ, Dec. 1, 2014, p. 34), includes the following units: a 69,000-b/d heavy naphtha hydrotreater; a 108,000-b/d kerosine hydrotreater; a 75,000-b/d light diesel hydrotreater; a 57,000-b/d heavy diesel/LCO mild hydrocracker; a 37,000-b/d alkylation unit; and a 27,000-b/d benzene reduction unit.
