PTT Global Chemical (PTTGC), Thailand’s integrated petrochemical and refining company, has let a contract to a team led by Fluor Corp. for front-end services related to construction of the company’s proposed petrochemical complex in Belmont County, Ohio (OGJ Online, Apr. 22, 2015).
Fluor, along with partners Technip SA and SK Engineering & Construction Co., will perform front-end engineering and design (FEED) work for the project, which include an ethane cracker and derivatives units designed to process gas feedstock from nearby Utica and Marcellus shale region, Fluor said.
FEED activities are due to be completed in 2016, the service company said.
While Fluor did not disclose a value of the contract, Ohio Gov. John R. Kasich said on Sept. 3 that PTTGC intended to invest $100 million to conduct detailed engineering design for the proposed project, which would be built in Belmont County, on the west bank of the Ohio River.
In addition to its contract with the Fluor-led consortium, PTTGC also has signed a contract for FEED work with Bechtel Enterprises Holdings Inc., as well as an option agreement for key properties in Ohio’s Mead Township, where the complex would be built, according to Supattanapong Punmeechaow, PTTGC’s president and chief executive.
PTTGC, which will take up to the next 12 months to determine evaluate the project’s feasibility, plans to take final investment decision on the project in either 2016 or 2017, Kasich said.
Should the project move forward, construction on the complex would take 3-4 years, the governor said.
