Phillips 66, Houston, and Energy Transfer Partners LP, Dallas, launched a binding open season to assess interest in committed service under local tariffs for crude oil pipeline transportation originating at Nederland, Tex., for deliveries to various terminals and refineries nearby Lake Charles and St. James, La.
The binding open season will start Dec. 1.
