The UEO system includes about 63 miles of natural gas and NGL gathering lines, 200 MMcfd of cryogenic processing facility near Kensington, Columbiana County, and 45,000 b/d NGL fractionation, storage, and rail loading near Scio in Harrison County (OGJ Online, Feb. 18, 2013).

When second and third phases are operating, the UEO system will consist of 800 MMcfd of cryogenic processing, 135,000 b/d of NGL fractionation, 870,000 bbl of NGL storage, and rail capable of loading 90 cars/day with “full scalability” to increase processing, fractionation, and rail capacity to almost double the initial amount, UEO said.

Construction will continue on the second processing and fractionation units, which are to be completed in December.

UEO is a joint venture of M3 Ohio Gathering LLC (30%), Access Midstream Partners LP (49%), and EV Energy Partners LP (21%). M3 operates the plant and is responsible for construction. Access Midstream is responsible for construction and operation of all pipelines upstream of the UEO plants.
