Plains All American Pipeline LP will proceed with the third expansion phase of its St. James, La., crude oil terminal, adding 1.2 million bbl of storage capacity to bring the total to 8.3 million bbl.
The $50-million project will be complete in third-quarter 2012.
The terminal, in operation since 2007 adjacent to the Mississippi River, has a barge and ship dock for receiving crude and condensate. The dock will be able to load barges at yearend.
The offload capacity of a direction connection with a crude oil rail terminal is to double to 130,000 b/d by this year’s fourth quarter.
