NY says frac ban would allow wide Marcellus access

New York state plans to reverse 2009 findings and ban high-volume hydraulic fracturing in the New York City and Syracuse watersheds, but it said 85% of lands underlain by the Marcellus shale would be accessible under its recommendations.
