HOUSTON, Mar. 22 -- Canada’s National Energy Board intends to hold a public hearing to consider an application submitted by Enbridge Bakken Pipeline Co. Inc. for its proposed Bakken Pipeline Canada Project. The oral part of the hearing process is scheduled to start Oct. 4.
NEB has identified a number of issues to be discussed during the proceeding including the need for and the economic feasibility of the proposed facilities, the suitability of design of the proposed facilities, their potential environmental and socioeconomic effects, and the method of toll and tariff regulation to be used.
The Bakken Pipeline Project would transport oil from the Bakken formation in North Dakota and Montana to refineries in North America via a connection with the existing Enbridge Pipelines Inc. mainline near Cromer, Man.
The project would consist of a 16-in. OD pipeline extending 123.4 km from the Bakken pump station near Steelman, Sask., to the Cromer terminal. Enbridge Bakken has also applied to NEB for acquisition and operation of Line EX-02 from its current owner, Enbridge Pipelines (Westspur) Inc.
The Enbridge Bakken Project, if approved, would have an in service date of early 2013 and its capital cost is estimated at $180.1 million.
In February, Enbridge booked 100,000 b/d of oil on its 145,000 b/d Bakken Expansion Program, comprised of elements of its Enbridge North Dakota System and Enbridge Saskatchewan system. The added capacity between Beaver Lodge, ND, and Cromer is to enter service late 2012 (OGJ Online, Feb. 18, 2011).
