  Although construction is nearly complete of the 180,000 b/d Guru Gobind Singh refinery near Bathinda in the Indian state of Punjab, commissioning has been delayed (OGJ Online, May 11, 2011).
• 10/28/2011 -- Wood River refinery expansion nearly complete
  Cenovus Energy Inc., Calgary, says expansion of the 306,000 b/sd Wood River refinery at Roxana, Ill., is essentially finished as start-up of the expanded coker approaches by mid-November.
• 10/26/2011 -- Martin Midstream says East Texas plant's expansion complete
  Martin Midstream Partners LP, Kilgore, Tex., has announced that its unit, Waskom Gas Processing Co., has completed expanding gas processing capacity at its gas processing and NGL fractionation plant in Waskom, Tex.
• 10/26/2011 -- Mongstad refinery's delayed coker due revamp
  Mongstad Refining has let a $39.8 million fabrication and construction contract to Kvaerner for a revamp of the delayed coker at its 200,000-b/d refinery at Mongstad, Norway.
• 10/24/2011 -- Vadinar refinery-expansion shutdown ends
  Essar Energy PLC has completed a 35-day shutdown of its 300,000-b/d Vadinar refinery in Gujarat, India, related to an upgrade and expansion project that it expects to be mechanically complete by yearend (OGJ Online, Mar. 28, 2011).

• 10/21/2011 -- Oklahoma: Osages sue to stop Burbank wind farm
  The Osage Nation has sued in federal court in Tulsa, Okla., asking a permanent injunction against construction of a 150-Mw wind farm in Osage County, Okla.
• 10/20/2011 -- Lawmaker seeks study of E15 ethanol gasoline blend impacts
  US Rep. F. James Sensenbrunner (R-Wis.) introduced a bill on Oct. 14 that would make the US Environmental Protection Agency seek independent scientific analysis of the effects of a 15% ethanol (E15) gasoline blend.
• 10/18/2011 -- EPP to sell Mississippi natural gas storage to Boardwalk
  Enterprise Products Partners LP will sell its Mississippi natural gas storage facilities to Boardwalk HP Storage Co. LLC for $550 million. The Mississippi facilities have about 29 bcf total storage capacity.
• 10/18/2011 -- Catalytic olefins technology contract let
  Shaanxi Yanchang Petroleum Yanan Energy & Chemical Co. Ltd. will use proprietary Advanced Catalytic Olefins (ACO) technology developed by KBR and SK Innovation at a plant to be built in Shaanxi Province, China.
