New refinery planned for Colombia

Ecopetrol’s Refineria de Cartagena SA has hired CB&I, Houston, to provide engineering, procurement services, and construction for a new 165,000-b/d refinery adjacent Reficar’s refinery in Cartagena, Colombia.

-- Ecopetrol’s Refineria de Cartagena SA has hired CB&I, Houston, to provide engineering, procurement services, and construction for a new 165,000-b/d refinery adjacent Reficar’s refinery in Cartagena, Colombia. CB&I's scope of work also includes revamping the existing 80,000-b/d refinery.

The overall project, according to the CB&I announcement, will “relieve regional refining constraints” and enable Reficar to produce clean, ultralow-sulfur gasoline and diesel from heavy crude.

CB&I’s work on the refinery will include crude and vacuum distillation, fluid catalytic cracker naphtha hydrotreater, diesel hydrotreater, hydrocracker, hydrogen plant, sulfur plant, delayed coker, HF alkylation, C4 isomerization, power generation, and offsites and utilities.

Following completion of front-end engineering and design will be the next phase of the overall project to include detailed engineering, procurement of equipment and materials, and initiation of construction. Project targets completion in 2012.
