Mangalore Refinery & Petrochemicals Ltd., a newly acquired subsidiary of India's Oil & Natural Gas Commission, has basic engineering under way for the addition of a Penex-Plus unit with a deisohexanizer column to its naphtha complex at its refinery at Mangalore, Karnataka, India.
08/04/2004 -- Ultra clean diesel fuel technology gaining acceptance
O2Diesel Corp., Newark, Del., said that its proprietary ethanol-diesel blended fuel technology has been accepted as an acceptable clean fuel by state government officials in both Nevada and California. O2Diesel reduces vehicle emissions of ozone-forming oxides of nitrogen.
08/02/2004 -- Oil Search, Syntroleum launch GTL study for barge in Papua New Guinea
Syntroleum Corp., Tulsa, and Oil Search Ltd., Sydney, agreed to a cooperative, joint feasibility study examining the costs to build and operate a gas-to-liquids barge in Papua New Guinea using Syntroleum's proprietary GTL synthetic fuels technology.

Hyundai Oilbank Co. Ltd. (HDO) awarded a contract to Foster Wheeler Ltd. for project management of a $200 million clean fuels upgrade project at HDO's Daesan refinery130 km southwest of Seoul.
07/30/2004 -- First Calgary Petroleums, Sonatrach announce ZCH-1 discovery well test results
First Calgary Petroleums Ltd. (FPC) and Algeria's national oil company Sonatrach, reported test results of the ZCH-1 exploration well on Block 406a, Rhourde Yacoub, in Algeria's Berkine basin. The discovery well, drilled to 3864 m TD, encountered multiple gas and light oil reservoirs, FPC said.

07/28/2004 -- Air Products Canada to build hydrogen plant in Sarnia, Ont.
Air Products Canada Ltd., the Canadian unit of Air Products & Chemicals Inc., Allentown, Pa, plans to construct, own, and operate an 80 MMscfd hydrogen production plant to supply hydrogen to the Suncor Energy Products Inc. 85,000 b/d refinery and Shell Canada Products 76,000 b/d refinery in Sarnia, Ont. The hydrogen plant is expected to be operational in May 2006.

China has approved the construction of two oil refineries on China's East Coast, costing more than $3 billion total, that will help the country meet an expected 10-15% increase in demand for petroleum products by 2007.
07/26/2004 -- Standard & Poor's: Favorable refining margins could extend well into 2005
US oil refiners have enjoyed sustained favorable margins since early 2003 that could extend into 2005, but product demand and stringent environmental regulations have pressured capacity to keep pace, said a report by Standard & Poor's Ratings Services.
07/23/2004 -- Mongstad full production expected by early August
Repairs to the crude oil plant at the Mongstad refinery near Bergen)—necessitated by a fire July 12 (OGJ Online, July 12, 2004)—are nearing completion, and full production is expected by the end of July, Statoil ASA reported Friday. Following the fire, production had been reduced to roughly half of the normal 180,000 b/d output.

Air Products and Chemicals Inc., Allentown, Pa., plans to construct and operate a hydrogen production plant at Motiva Enterprises LLC's 225,000 b/d Convent, La., refinery. The 110 MMscfd hydrogen facility, a natural gas-based steam methane reformer, is expected to be on stream in November 2005.

ConocoPhillips has signed a license agreement with Equatorial Guinea LNG Holdings Ltd. for the application and use of ConocoPhillips's proprietary natural gas liquefaction technology, the Phillips Optimized Cascade LNG Process.
07/19/2004 -- FERC Approves El Paso unit's East Leg gas pipeline expansion
The Federal Energy Regulatory Commission has approved ANR Pipeline Co.'s proposed $18.7-million East Leg expansion in Wisconsin. The expansion will add about 143.4 MMcfd of firm natural gas capacity to ANR's lateral system.

Poland's Grupa Lotos SA, formerly Rafineria Gdañska SA, has signed an agreement with a group to develop a $600 million residue upgrading plant at Poland's second largest refinery. The process will enable the refinery to produce diesel fuel to future EU quality standards.

07/14/2004 -- Qatar, ExxonMobil enter HOA for $7 billion GTL project at Ras Laffin
Qatar and ExxonMobil Corp. subsidiary ExxonMobil Qatar GTL Ltd. have entered into a heads of agreement (HOA) for ExxonMobil to build a $7 billion, gas-to-liquids (GTL) project at Ras Laffan Industrial City in Qatar, a project ExxonMobil claims would be the world's largest single, fully integrated GTL project.
07/12/2004 -- Motiva to expand base oil plant at Port Arthur refinery
Houston-based Motiva Enterprises LLC, a petroleum refining and marketing company owned by affiliates of Shell Oil Co. and Saudi Refining Inc., said it plans to further expand the base oil plant at its Port Arthur, Tex., refinery.
