'Unprecedented' safety requirements add millions and months to pipeline project

It will take Longhorn Partners Pipeline LP another 6 months to implement additional safety features under an 'unprecedented' safety and mitigation program approved by the US Environmental Protection Agency. That will add millions to the cost of the $399 million pipeline project, began in 1995 to carry refined products across Texas from Houston to El Paso.
