Azurix Corp., Houston, reported Rebecca P. Mark resigned as chairman and CEO to pursue other opportunities as a private investor in the water resources business. John L. Garrison, Azurix president and chief operating officer, was elected CEO and president. He has served as president since March. Herbert S. Winokur Jr., chairman and CEO of Capricorn Holdings Inc., was elected interim board chairman.

DQE Inc., Pittsburgh, Pa., named Morgan K. O'Brien DQE chief operating officer. Frank Hoffman was named president of DQE unit AquaSource Inc., Houston, a water and wastewater utility business. O'Brien was previously executive vice-president, corporate development.

Plug Power Inc., Latham, NY, has been appointed chief operating officer and will manage the company's day-to-day operations, succeeding Gary Mittleman who resigned as CEO, president, and director of the fuel cell developer. Silvestri was formerly executive vice-president of the company.

Dominion Energy, a unit of Dominion Resources Inc., Richmond, Va., has named Admiral Jay L Johnson, senior vice-president, effective Sept. 18. Johnson served as chief of Naval Operations and as a member of the Joint Chiefs of Staff from 1996 until his July retirement.

Oneok Inc., Tulsa, Okla., elected David Kyle chairman and CEO succeeding Larry Brummett, who died of cancer. Kyle retains his position as president.

Aquila Energy, a unit of UtiliCorp United Inc., Kansas City, Mo., named Kevin Fox senior vice-president and general manager of its commodity services group. He will be responsible for gas and power trading and origination, as well as Aquila's carbon business center and weather derivatives business.

Great Lakes Transmission Co., Troy, Mich., appointed Greg A. Lohnes, president and CEO, succeeding Michael Durnin, who retired. Lohnes was formerly with TransCanada Pipelines Ltd. Great Lakes is owned equally by units of Coastal Corp., Houston, and TransCanada, Calgary, Alta.

Oglethorpe Power Corp., Atlanta, appointed Anne F. Appleby vice-president, finance. She previously served as senior vice-president, credit products for Bank of America.

Endesa Chile named Hector Lopez Vilasco general manager succeeding Francisco Garcia Sanchez, who retired. Lopez Vilasco joined Endesa Chile as a board member in 1997. He had been serving as general assistant director of Endesa Internacional.

Consolidated Edison Co. of New York, New York, appointed Kevin Burke president of the company. He was previously president of Orange & Rockland Utilities Inc., a Consolidated Edison subsidiary.

El Paso Electric Co., El Paso, Tex., promoted Terry Bassham to executive vice-president, general counsel; Gary Hedrick, executive vice-president, treasurer, chief financial and administrative officer; and Eduardo Rodriguez, executive vice-president and chief operating officer.

MDU Resources Group Inc. units Montana-Dakota Utilities Co. and Great Plains National Gas Co., Bismarck, ND, elected C. Wayne Fox president. He was formerly vice-president, regulatory affairs and general services. Richard A. Espeland was named MDU Resources vice-president, human resources.

SolArc Inc., Tulsa, Okla., named Jim Kiser senior vice-president, field operations. He was formerly national sales director of SAP America's oil and gas division, responsible for more than $100 million in software sales and consulting.

RGS Energy Group Inc., Rochester, NY, has named Kathleen Spellane assistant treasurer. She will hold the same position with RGS unit Rochester Gas & Electric Corp. Spellane was formerly director of risk management.

NiSource Inc., Merrillville, Ind., named Arthur E. Smith Jr. vice-president and environmental counsel; Maria P. Hibbs, vice-president, corporate communications; Michael W. O'Donnell, executive vice-president and CFO; Ramon Arredondo, assistant to the chairman; Jeff W. Yundt, president, energy distribution; Catherine G. Abbott, president, pipeline operations; Kathleen O'Leary, senior vice-president, human resources and public affairs for Columbia Gulf and Columbia Gas Transmission; Patrick J. Mulchay, president, Merchant Co.; Mark Wyckoff, president; New Energy Co.; and Stephen P. Smith, president, business services.

PG&E Corp., San Francisco, named David R. Andrews to its board of directors and to the board of utility unit Pacific Gas & Electric Co. Andrews is a partner and former chairman of McCutchen, Doyle, Brown & Emerson law firm. Gabriel B. Togneri was named vice-president, investor relations, PG&E Corp.

AmeriGas Propane Inc., Valley Forge, Pa., named David L. Lugar, vice-president, supply and transportation. He previously worked as director of natural gas liquids marketing for Conoco Inc.

Southern Co., Atlanta, named Charles L. Goodman, senior vice-president of research and environmental affairs. He succeeds the retiring Bob Woodall.

CMS Energy Corp. unit Consumers Energy, Jackson, Mich., named Susan C. Swan executive manager, electric services. She most recently served as electric field manager.

CP&L Energy Inc., Raleigh, NC, named David Phillips vice president of the western region, succeeding Bill Habermeyer, who earlier was named president and CEO, Florida Power & Light. CP&L is acquiring Florida Power & Light's parent Florida Progress Corp.
