Ruhr Oel awards refinery construction contract


Ruhr Oel GmbH this week awarded a contract for a clean-fuels project at one of Germany's largest oil refineries to Fluor Daniel, the engineering and construction unit of Fluor Corp.

Fluor Daniel will revamp and upgrade two diesel desulfurizers and construct a new gasoline desulfurizer using a process from French technology provider Institut Fran�s du P�ole. The refineries' utility and infrastructure systems also will be upgraded and modified to accommodate the changes.

Known as Auto Oil Program II, the project is intended to produce ultraclean motor fuels. The refinery is at Gelsenkirchen in the Ruhr industrial region of Germany.

Fluor Daniel said the facility will be able to produce motor fuels with sulfur content of 50 ppm�the European standard that must be achieved by 2005�by 2001. It also noted the project prepares the facility for more advanced specifications.

The engineering, procurement, and construction phase started in January, and project start-up is scheduled for third quarter 2001.

Fluor Daniel is executing the engineering and construction phases of the project in alliance with Fabricom, Ponticelli & Strabag.

Ruhr Oel GmbH is an equal partnership of Veba Oel of Germany and Petroleos de Venezuela SA, the state-owned energy conglomerate of Venezuela.
