    In a move that likely will spark opposition from environmentalists and some members of Congress, President-elect George W. Bush named former Colorado Atty. Gen. Gale Norton to be secretary of the US Department of Interior.
  • Fri Dec 29 10:12:00 CST 2000 -- UtiliCorp and Empire District Electric merger approved by Missouri regulators
    The approval process for UtiliCorp United Inc.�s merger with Empire District Electric Co. inched along another notch when Missouri Public Service Commission approved the union late Thursday. UtiliCorp announced the merger in May 1999. One or both of the companies operate in 9 states requiring separate state approval processes. All but two states have approved the merger so far as well as the Federal Energy Regulatory Commission.

    This week California has been getting by with fewer power shortage emergencies thanks to more megawatts in service, better weather in the Northwest, and Energy Secretary Bill Richardson�s emergency order. Late Wednesday, Sec. Richardson extended his emergency order for California until January 5. The order was issued under the auspices of the Federal Power Act that requires generators and marketers to make power available to the Independent System Operator to keep the lights on in California.

    Veteran oil expert and attorney Alvaro Silva Calderon took office Thursday as Venezuela�s new minister of energy and mines, replacing Ali Rodriguez who becomes secretary general of the Organization of Petroleum Exporting Countries on New Year�s day. Venezuelan President Hugo Chavez said his choice of Silva Calderon demonstrates continuation of his oil strategy aimed at strengthening OPEC and defending oil prices.

    Hunt Oil Canadian Acquisition 11 Corp., a unit of Hunt Oil Co. in Dallas, launched a $1.4 billion (Cdn) takeover bid for Berkley Petroleum Corp. of Calgary. Its cash offer of $10/share (Cdn) is a 27% premium over Berkley�s 30-day average weighted price of $7.88/share.

    Woodside Petroleum Ltd.�s independent directors Wednesday reiterated their rejection of the sweetened $2.5 billion offer by the Royal Dutch/Shell Group for 56% controlling interest of that Australian firm.

    NRG Energy Inc. will acquire two coal-fired power plants in New England for $325 million from Wisconsin Energy Corp. NRG is increasing its stake in merchant electric generation in New England. The merchant power company, with 15,000 Mw of generation, already owns 2,234 Mw in Connecticut. The current purchase will add base-load generation to its generation portfolio in that state.

    The US Department of Justice filed suit against Duke Energy Corp. on behalf of the Environmental Protection Agency charging that eight of the electric utility�s power plants illegally released massive amounts of air pollution. The DOJ alleges that Duke Energy violated the Clean Air Act by making major modifications to all of its coal-fired power plants in the Carolinas without installing the equipment required to control smog, acid rain, and soot

    The US and Koch Petroleum Group have reached a settlement which will require the company to spend $80 million for pollution-control equipment at two refineries in Corpus Christi, Tex. and one near St. Paul, Minn.
  • Wed Dec 27 10:12:00 CST 2000 -- Pipeline planned to produce Guaduas field in Colombia
    Seven Seas Petroleum Inc., Houston, said Wednesday it has signed a contract with Cosacol Ltda. to build the 36-mile La Dorada-Guaduas pipeline in Colombia. The line will connect Guaduas oil field in Colombia's Magdalena basin to international oil markets via existing pipeline infrastructure.

    Almost a year after seeking Chapter 11 protection, its improved performance and financial condition helped KCS Energy Inc., Houston, forge an agreement with top creditors on an amended reorganization plan, officials said Tuesday. The plan is subject to approval of the bankruptcy court.

    Marathon Oil Co. plans to buy Pennaco Energy, Inc. for $19/share in a $500 million transaction. The boards of both firms approved the acquisition. Marathon will begin a cash tender offer about Jan. 8. The deal is subject to the usual conditions.

    Mexico's Energy Regulatory Commission has issued Sempra Energy a permit for construction of the 135-mile Mexican segment of the North Baja pipeline project. Sempra Energy International, Proxima Gas S. A. de C.V., and PG&E Corp. are developing the $230 million, 215-mile Arizona-to-Mexico pipeline.

    Norsk Hydro AS submitted its plan for development and operation of the Fram West field, in block 35/11 on production license 90 in the Norwegian North Sea, to the Norwegian Ministry of Petroleum and Energy. The project will cost 4.2 billion Norwegian kroner ($46 million). Norsk Hydro estimates the field contains 100 million bbl of oil and 3.5 bcf of gas.
